need the brother ped basic software to download embroidery designs offline?

Yes, you do need PED Basic - http://www.allbrands.com/products/abp01060-0165.html
This will not work with Vista 64, but will work with Vista 32 and older versions of Windows. Check the specification on the above site to see if it is compatible with your PC's operating system.
You need to create a file on the hard drive and name it Embroidery. This is where you will save downloaded designs.
You may want to rename the downloaded designs to better recognize what they are. You will not be able to open them with your PC. You can see them with PED.
Every time you add or change the Embroidery file, back it up on a removable drive (flash stick) or CD. If the PC crashes, you will have your file.

When you download, be sure the design size will fit into the 4 x 4 hoop of the 350.
You cannot use a larger size design without using editing software to split the design into segments, which are stitched out one at a time, re-hooping the fabric and aligning the segments until the design is finished.
You do need to download pes format, but if you find something that does not come in this format, it can be converted with Pulse Ambassador (a free conversion program that you can download).
